Scope and Contents The Deseret Employment Bureau was an agency set up by the LDS Church to help members be employed. Samuel F. Nicholls was the first manager. In 1929, he left and John Whitaker took his place. The Civic Employment Bureau was set up by the State to help find employment for the unemployed. Whitaker was loaned by the Church to operate it from 1931-1932. The Federal program got started and took over some of the work. It eventually became the Relief Program.
