Scope and Contents The Deseret Employment Bureau was an agency set up by the LDS Church to help members be employed. Samuel F. Nicholls was the first manager. In 1929, he left and John Whitaker took his place. The Civic Employment Bureau was set up by the State to help find employment for the unemployed.
