Scope and Contents Cecil Payne was born in 1915 in Georgetown, Idaho. He was drafted in 1940 and was a member of the 753rd Field Artillery group in Europe. The first combat he saw was the Battle of the Bulge, while supporting the 9th Army. He was discharged in 1945.
