In 1848, while living in Glasgow, Scotland, Budge converted to the Church of Jesus Christ of Latter-Day Saints. He served a mission in England for nine years before immigrating to Utah. Budge entered three polygamous marriages: on November 24, 1856, he married Julia Stratford in England; on September 9, 1861, he married Eliza Prichard in Farmingtonm, Utah Territory; and on April 5, 1868, Budge married Ann Hyer in Providence, Utah Territory. From 1878 to 1880 he served as President of the European Mission. In Idaho, Budge served on the Territorial Council, a position that he used to voice concerns about the treatment of members of the Church of Jesus Christ of Latter-Day Saints both to the territorial government and to President Grover Cleveland. Additionally, he served as editor of the Southern Idaho Independent, a weekly paper published at Paris during the 1880s. After returning to Utah, Budge served as President of the Logan Church of Jesus Christ of Latter-Day Saints Temple, a position that he held for the last thirteen years of his life.
